Following the announcement of the Local Growth Pavilion earlier this year, our vision to create a dedicated space for public sector voices at UKREiiF 2026 is set to become a reality.
The pavilion has been designed to give public sector leaders a voice and create the conditions where genuine and actionable local growth can happen. Over three days in Leeds, this ambition will be brought to life through a packed programme of collaboration, discussion and meaningful engagement.
A platform for local voices
Across the three-day event, the Local Growth Pavilion will act as a focal point for place-based conversation and partnership building.

The programme will showcase the breadth and depth of opportunity across the UK, giving councils and regional leaders a platform to present their priorities, pipelines and investment propositions directly to industry.
Bringing together national and regional leadership
The pavilion is expected to attract senior political and industry figures, reinforcing its role as a key platform for national and local dialogue:
- 1 Government Minister
- 3 MPs
- 1 Baroness
- 3 Mayors
- 24+ public sector voices
This level of representation will ensure discussions move beyond theory – focusing on delivery, policy alignment and unlocking real investment opportunities.
Supporting councils and unlocking opportunity
A central aim of the pavilion will be to amplify the work of local authorities, reflected in both the agenda and participation.
Councils including Wakefield Council, Redcar and Cleveland Borough Council, Telford & Wrekin Council, Manchester Combined Authority, Staffordshire County Council and London Borough of Croydon will be supported through dedicated sessions, alongside many more authorities featured across the wider programme.
These sessions will enable:
- Direct engagement between councils and private sector partners
- Greater visibility of regional pipelines and regeneration opportunities
- Open discussion around delivery challenges and solutions
The result will be a stronger, more connected ecosystem focused on progressing schemes and driving investment into local areas.
Content that drives action
The pavilion’s curated agenda; aligned with the wider UKREiiF programme, will combine panel discussions, roundtables and networking opportunities, creating a dynamic environment for knowledge sharing and collaboration.

Election results – With May’s local elections shaping up to be the most consequential in London and England for at least two decades, what happens after all the votes are counted has ramifications for the development world.
Mayoral local growth plan session – Join Mayors, David Skaith and Tracy Brabin to explore leadership, collaboration, investment, and accountability, and how mayors are translating strategy into tangible economic and social outcomes for their regions.
Local Government Reorganisation – What does the future hold for the public sector in an era of devolution, reform, and increased demand? Join the CEO at the LGA for analysis on public sector reform and advice on how to convert risk into opportunity so that we deliver stronger, more resilient communities.
Housing summit – The government’s ambition to deliver 1.5 million new homes represents one of the most significant housing commitments in a generation. Hear from MP’s as part of a panel discussion on the key drivers for innovation in housing delivery.
This mix of content will ensure conversations are not only strategic, but actionable – reflecting Pagabo’s wider mission to enable effective procurement and delivery across the built environment.
