The procurements to expect in 2026

We’re preparing to bring three framework agreements to market this year, each replacing its current iteration and evolving to reflect the realities faced by clients and suppliers alike – from cost pressures and new regulations through to higher expectations around sustainability and social value.

These procurements aren’t simply about new frameworks, but an opportunity to continually refine best practice in the sector – responding directly to market feedback to develop compliant procurement routes that make sense, work well, and most importantly deliver value and high-quality delivery.

Major Works Framework

We hosted a Pre-Market Engagement webinar in mid-October 2025 in advance of bringing the new National Framework for Major Works 2026 to market. When launched, this four-year agreement will take over from the current live iteration – one of the most utilised framework routes within the Pagabo-managed portfolio.

The procurement route will be available to public sector bodies, allowing them to appoint from a selection of approved contractors for projects including new-builds, extensions and complex developments across a range of sectors.

Market engagement continues at present, and the new framework will launch to market in summer 2026. Until then, the current iteration of the Major Construction Works Framework – managed for contracting authority Cumbria, Northumberland, Tyne & Wear NHS Foundation Trust – will remain in place as a fully compliant and free-to-access procurement route for public sector organisations.

There are countless projects procured through the Major Works Framework that highlight its highly impactful nature, but standout recent examples include The Cavendish Building – a future-focused higher education development located in the heart of Derby city centre – and the Sandy Secondary School redevelopment, which delivered almost £20 million in quantified social value through a community-led approach.

Civil Engineering and Infrastructure Framework

Another procurement in 2026 that will bring a second iteration framework to market is the forthcoming Civil Engineering, Infrastructure and Enabling Works Framework. This new offering will combine the offerings under the current Civil Engineering and Infrastructure Framework (currently managed on behalf of QE Facilities) and Demolition and Land Remediation Framework (currently managed on behalf of Rugby Borough Council).

This route to market allows public sector organisations to access the right contractors for schemes across a range of subsectors, from road and rail to water and nuclear power.

The current Civil Engineering and Infrastructure Framework has seen demand grow throughout its term – with schemes covering everything from the design and build of Transport for London’s two maintenance depots, to the delivery of bridges under the development of Lincoln’s Western Growth Corridor.

This success will continue as a second iteration framework comes to market. Engagement is currently underway to finalise lot structures, before further engagement and inviting organisations to tender.

Developer-Led Framework

This will be the second iteration of the unique to market Developer-Led Framework offering, which supports public sector bodies with securing transformative development work – with access to a range of suppliers providing services including development consultancy, legal support, developers and developer management services.

The first iteration of the framework – managed on behalf of contracting authority Cumbria, Northumberland, Tyne & Wear NHS Foundation Trust – has met the impressive demand expected at launch. From the very first awarded scheme – Tustin Estate scheme in Southwark – to the recently-awarded development of Stevenage Station Gateway, the framework has to date enabled the delivery of £7.5 billion in gross development value (GDV), including more than 17,000 new homes up and down the country. It is estimated that by the end of the current terms, £10 billion in GDV will have been enabled through the framework.

 What else do I need to know?

All new framework agreements are developed and brought to market with full compliance under the Procurement Act 2023, which reformed procurement when becoming law at the beginning of 2025.

Using procurement as a force for good remains a core mission within everything we do at Pagabo – including the way the frameworks we manage for contracting authorities are developed and structured. Social value will continue to carry due weighting in tender responses, along with ensuring a percentage of supplier appointments are reserved for regional contractors.
