New executive leadership and promotions for Pagabo

As part of sustained and continued growth, a number of changes have been made to the executive leadership of our parent organisation Pagabo Group – as well as within our delivery and management team at Pagabo.

These changes include the appointment of Amman Boughan as group chief executive, taking over the role from co-founder Simon Toplass. From 1 April 2026, Simon will step into an executive founder role for the group, while Jason Stapley – Pagabo’s other founding member – will continue on with Pagabo in his chief procurement officer role. The move will see both Simon and Jason refocus their efforts on new strategic growth opportunities – such as our recently announced HealthTrust Europe agreement.

Speaking about the changes, Amman said: “Taking on the baton comes at an incredibly exciting time for the business, and that’s why our whole senior management team has been repositioned. It’s not about my position alone, but what we can do together in this new structure to shape tomorrow. Digital is in our DNA, and our mission is to integrate technology, data and network partners to transform built environment investments into positive outcomes for people, places and the planet.

“There is a huge supply of capital deployment from central government across multiple sectors right now. So, there’s big opportunity – not just purely from a project perspective but also in unlocking the maximum value from that investment. Through effective use of quality data, projects can progress from pipeline to delivery more efficiently, with less risk and greater impact return for communities, meaning everyone at every stage benefits.

“Simon and Jason will continue to play an influential role in our future journey, while new faces and focuses bring even more innovation and power behind driving the group, our category-leading products and our services forwards. Our ambition is grand, and whether it’s this data-led approach or the development of new partnerships, products or ways of collaborating with our compatriots to better the industry, communities and the future as a whole – we’re ready to get to work, together.”

In line with the board changes, several promotions have also been announced to add further robustness to Pagabo’s delivery team and processes – from procurement through to project delivery.

Emma Hesbrook has been appointed director of procurement operations, while Jonathan Oram becomes category and partnerships director, and Karen Carter steps into the role of public sector director. The changes also allow Jason to dedicate more of his time on exploring new strategic growth opportunities and partnerships as we extend Pagabo’s capability into new markets.

Chief procurement officer Jason Stapley said: “In the last year, we have supported around £2 billion in capital delivery projects through procurement using the construction frameworks we manage for public sector hosts. This is a huge level of spend on critical infrastructure that we’re playing an integral role in delivery efficiently.

“These promotions reflect this, making sure that our team and processes are aligning with the market – and work alongside our digital transformation journey to push procurement into delivery quickly, effectively, and efficiently. And of course, using procurement as a force for good – ensuring that all the investment is unlocking the maximum positive social impact for communities up and down the country.”

Pagabo Group’s history goes back to 2013 with the founding of Pagabo, before incorporating a group of companies in 2021 to bring Sypro and Loop into the fold to link together procurement, contract management and social value measurement processes for clients and supply chain. The business now has 100 staff across the three business units – all aligned going into this new chapter of digital innovation and leadership.

Executive founder Simon Toplass said: “When we founded Pagabo, it was to simplify public sector procurement – namely making it faster, more compliant and more effective. We’ve had great success in doing just that, while pushing a greater focus on social value in the process – and so much more.
