Pagabo issues tender for £5bn National Major Works Framework

We are now inviting bidders to compete for a place on the new National Framework for Major Works 2026.

Once launched in October, the new construction framework with an estimated total value of up to £5bn will run for a term of four years and is compliant with the Procurement Act 2023 and Procurement Regulations 2024.

Following the formation of a 10-year strategic delivery partnership that will see resources, reputation and expertise combined to establish a new benchmark for construction procurement, this is the first new framework brought to market by Pagabo and YPO. YPO is the centralised procurement authority for the framework, while Pagabo is responsible for design, delivery and ongoing management.

This is the third generation of the major works framework managed by Pagabo, with the previous iterations helping to deliver construction projects with a total value of more than £3bn. Created to connect public sector organisations with appointed contractors that will collaboratively deliver quality service and value for money outcomes, the framework agreement can be used by sectors such as local government, NHS and health service providers, blue light, housing and education.

The closed framework includes five main lots, as well as geographical sub-lots that cover areas including England, Scotland, Wales and Northern Ireland. The core lot structure includes:

  • Collaborative Partner Lot 1a – Delivery (England & Wales) £5m+
  • Collaborative Partner Lot 1b – Sustainability (England & Wales) £5m+
  • Collaborative Partner Lot 1c – Quality (England & Wales) £5m+
  • Collaborative Partner Lot 1d – Most Advantageous Tender (Scotland) £5m+
  • Collaborative Partner Lot 1e – Most Advantageous Tender (Northern Ireland) £5m+
  • Lot 2 – £5m to £15m
  • Lot 3 – £15m to £30m
  • Lot 4 – £30m – £60m
  • Lot 5 – £60m+

Lot 1 will see one supplier appointed per sub-lot, while Lot 2 through to Lot 5 will include up to nine contractors per region and value band.

Operating a digital-first delivery model, the national procurement specialist’s Pagabo+ system will be used as a central platform through which all framework activity will be managed. The single environment will play host to information on and management of new opportunities, call-off activity, performance monitoring and reporting, as well as compliance assurance.
