Middlesbrough College Group sets national benchmark with state-of-the-art TTE Technical facility

Middlesbrough College, in partnership with TTE Technical, has delivered a new £11.5 million engineering training centre that is redefining standards in technical education, working with Morgan Sindall Construction.
Procured through the Medium Works Framework, which we manage on behalf of contracting authority The Education Alliance, the project marks a significant investment in future talent for the Tees Valley region and beyond.
Elevating technical education through modern infrastructure
TTE’s new base, situated on the main Middlesbrough College campus, is equipped with world-class engineering facilities that bring academic learning and industry standards together under one roof. The centre delivers hands-on training in disciplines including mechanical, electrical, instrumentation, and process engineering—ensuring learners are fully prepared for future careers in high-value sectors.
The procurement was carried out via a two-stage further competition through the Medium Works Framework. An expression of interest (EOI) identified five suitably qualified contractors, all of whom submitted full and competitive bids at final competition (FC) stage. An impressive showing of strong bidder engagement from the early stages.
A strategic procurement process driving value and collaboration
The procurement process enabled Middlesborough College to assess contractor capability, social value commitments, and local delivery credentials.
The project’s success was built on early contractor involvement, open collaboration, and a shared vision for excellence. As a result, the development was delivered on time, on budget, and with substantial community benefit whilst supporting local employment and skills opportunities throughout the construction phase.

In doing so, it directly supports the region’s ambition to lead on green energy, advanced manufacturing, and industrial innovation.
In addition to transforming education, the project created local supply chain opportunities and social value outcomes during delivery. It stands as a model for how public sector projects can deliver lasting impact well beyond their immediate scope.
