St Albans City & District Council – Powering Performance Across Five Floors

Domino Commercial Interiors is proud to have delivered the comprehensive mechanical and electrical refurbishment of a five-storey commercial building in central St Albans, transforming the space into a modern, efficient, and high-performing environment for St Albans City & District Council.
The project was procured through the Refit and Refurbishment Framework, which we manage on behalf of contracting authority, Red Kite Learning Trust. Domino Commercial Interiors was appointed following a single-stage further competition process, providing a compliant and competitive route to market that enabled early engagement and efficient delivery.
Elevating Performance Through Engineering-Led Delivery
As principal contractor, Domino Commercial Interiors’ in-house M&E team delivered a complete building services package across all five floors, designing and installing tailored systems to support the Council’s operational needs now and into the future.
Works included:
- Comprehensive small power and distribution systems
- Fully integrated, energy-efficient LED lighting solutions
- Installation of a Toshiba Heat Recovery Ventilation (HRV) system, craned onto the roof via a planned road closure
From concept to completion, Domino Commercial Interiors focused on intelligent engineering, system performance, and future maintainability. The HRV system is a standout feature, designed to reduce energy consumption while enhancing indoor air quality throughout the building.

The use of the Refit and Refurbishment Framework provided St Albans City & District Council with a fast, flexible, and fully compliant route to market. The single-stage further competition enabled an open and transparent procurement process, ensuring quality and value, were front and centre.
