Two public housing estates in Derbyshire are undertaking major retrofit works to improve each home’s energy efficiency and make them fit for the future, in a scheme managed by High Peak Borough Council and delivered by Seddon Housing Partnerships.

With the goal of reducing fuel bills and improving each residents’ quality of life with somewhere safe, warm and affordable to live, the project was procured through The Decarbonisation Solutions framework, which we manage on behalf of contracting authority Kingston Upon Hull City Council. By utilising the procurement framework, which was designed to connect the public sector with contractors that can help them to reduce carbon emissions and improve energy efficiency, High Peak Borough Council appointed Seddon to realise its ambitious retrofit plans.

Retrofitting and upskilling for future-proofed efficiencies

The scope of the work includes consultancy on and delivery of upgrades including loft installation, PV panels and batteries, ventilation systems, air source heat pumps and cavity wall remediations. Marches Energy Agency has also been engaged to help upskill existing residents to ensure they can make the best decisions and know how to better use their energy, with a trained retrofit advisor allocated to each household in the estates.

Martin Lynch, Head of Refurbishment and Retrofit at Seddon Housing Partnerships, said: “Providing safe, comfortable and quality homes is extremely important to us at Seddon.

“We know a successful refurbishment and retrofit goes beyond the structure, it feeds into residents’ everyday lives and impacts their well-being.

“So, we work extensively before, during and after each project, making sure each resident is happy and feels their voice is heard. For example, each resident has been assigned their own liaison officer who will be actively listening and taking on board questions, comments and concern from locals throughout the process.

“We are determined to make sure each home satisfies each resident and cannot wait to showcase the completed efforts.”

Decarbonisation’s role in improving communities

This retrofit work forms part of High Peak Borough Council’s 2023-2027 plan,  featuring five key aims; to support their local communities and create a healthier, safer and cleaner region, to future proof housing, become a forward-thinking and resilient local authority, protect and create jobs, and respond to the climate emergency.

Tom Retallick, Senior Framework Manager at Pagabo said: “This public housing project in Derbyshire is an exemplar strategic retrofit project, showcasing the part it can play in improving communities for local authorities, as well as adhering to environmental commitments – all of which will become more and more key in years to come. With proven expertise in this area, we’re sure Seddon will deliver on its huge potential, and we look forward to seeing its progression.”
