Delivering Wolverton’s town centre regeneration through strategic procurement
Milton Keynes City Council has commenced the regeneration of the former Agora Centre site in Wolverton, delivering a £76.8m mixed-use development in partnership appointed contractor GRAHAM.
The project was procured through the Major Works Framework, which we manage on behalf of contracting authority Cumbria, Northumberland, Tyne & Wear NHS Foundation Trust.
The development will transform a key town centre site, delivering 115 new homes alongside retail, community and public realm improvements. The scheme includes a mix of private and affordable housing, apartments across six residential blocks, and a specialist cohousing community designed for older residents.
In addition to new homes, the project will create nine ground-floor retail units, a dedicated community space and significant public realm enhancements, including landscaping, walking routes, cycle infrastructure, public conveniences and a Brompton Bike Hub. GRAHAM will also reinstate road infrastructure between Radcliffe Street, The Square and Church Street to improve accessibility and connectivity across the area.
Supporting long-term regeneration through efficient procurement
Following the demolition of the former Agora Centre in 2023, Milton Keynes City Council required an experienced delivery partner capable of bringing forward a complex town centre regeneration project while supporting wider ambitions for housing delivery, economic growth and community development.
The regeneration forms a key part of Wolverton’s future growth, creating new homes and opportunities for local businesses while delivering lasting improvements to the town centre environment.
Enabling transformational community investment
Mark Lynch, managing director, building south at Graham, said, “The Agora regeneration project will play a key role in supporting Wolverton for years to come, and we’re pleased to partner with Milton Keynes City Council once again to deliver such a transformative development.
“Graham is well-versed in delivering projects of this magnitude, and our team is proud to be on site, delivering much needed, high-quality homes and community spaces that will support long-term regeneration plans for the town.”
Deputy leader of Milton Keynes City Council, Cllr Lauren Townsend said: “The regeneration of the Agora site is a truly important moment for Wolverton and the wider city.
“Despite the challenges along the way, it has been shaped and strengthened by the voices, ideas and support of the local community, whose passion and commitment have helped bring these plans to life. This milestone shows what we can achieve together, with new homes, opportunities and a renewed town centre for Wolverton and the wider city.”
Ben Jones, Regional Director, Southern England at Pagabo, said: “It’s fantastic to see work now underway on the regeneration of the Agora site, a project that will deliver lasting benefits for Wolverton and its residents. This development demonstrates the positive impact that strong collaboration between the public and private sectors can achieve, creating new homes, supporting local businesses and enhancing public spaces for the community. We’re proud to have supported Milton Keynes City Council in bringing forward this important regeneration project and look forward to seeing the transformation take shape over the coming months.”
This project highlights how the Major Works Framework continues to support local authorities in delivering ambitious regeneration programmes, providing a compliant, efficient route to market while helping create lasting benefits for communities.
