Supporting digital legionella compliance across a council’s estate

A London council has implemented an innovative digital solution to manage legionella compliance across its estate, with the deployment of an IoT-enabled monitoring and flushing system delivered by HBE24, HBE’s smart water hygiene technology platform.

The project was procured through the Pagabo Professional Services Framework, managed on behalf of contracting authority The Education Alliance, using a direct appointment under Lot 23: Water Consultancy and Legionella Monitoring. This provided the council with a compliant and efficient route to market, enabling the rapid appointment of a specialist technology provider.

The solution supports the management of water safety across 70 buildings within the council’s estate, introducing automated temperature monitoring and outlet flushing to reduce operational disruption, improve compliance oversight, and support sustainability objectives.

 

A smarter approach to water safety compliance

Managing legionella control across a large and varied public estate can be complex, particularly where buildings have differing usage patterns and access limitations. For the council, manual temperature checks and routine flushing regimes were placing increasing demands on estates teams, while access to some outlets within operational buildings presented additional challenges.

Through the introduction of HBE24’s remote monitoring and automated flushing technology, the council has implemented a system that automatically monitors water temperatures and flushes outlets when required, helping to ensure consistent compliance with legionella control standards while significantly reducing the need for manual intervention.

The system has been deployed across 70 buildings, with 323 connected HBE24 devices installed, including:

  • 56 automated outlet flushing units
  • 267 remote temperature monitoring sensors

These devices communicate securely with the HBE24 platform, enabling estates teams and responsible persons to access real-time data, automated alerts and compliance reporting.

The platform provides enhanced visibility across the estate, allowing building managers to quickly identify potential risks and take informed action where necessary, while maintaining a clearer digital record of compliance activity.

 

Delivering an efficient and scalable rollout

Installation of the solution was carried out across live public sector environments, where buildings remained operational for tenants, staff and visitors throughout the programme.

The initial rollout covered 54 buildings over a three to six month period, with phased installation carefully coordinated through regular mobilisation meetings and stakeholder engagement. Training was also provided for council staff, enabling them to confidently manage the HBE24 platform, alerts and reporting functionality.

Further phases of the project have since expanded the solution across the estate, including additional buildings introduced in 2024 and 2025, bringing the total to 70 monitored buildings.

Installation teams working across the project were DBS checked and trained in safeguarding procedures, ensuring safe and responsible delivery within public environments.

 

Improving efficiency and sustainability

The implementation of automated monitoring and flushing has delivered a range of operational and environmental benefits for the council.

By reducing the need for manual temperature checks and routine flushing visits, the solution has helped streamline compliance processes, reduce administrative workloads and minimise disruption within buildings.

The system also optimises flushing activity, ensuring water is only discharged when required. As a result, the council expects to save approximately 400,000 litres of water across the five-year contract term.

In addition, the project is forecast to deliver more than 30% in financial savings across the contract period, driven by reduced labour requirements, lower operational overheads and improved compliance management.

 

A compliant and streamlined procurement route

The project also highlights how the Pagabo Professional Services Framework can support public sector organisations in accessing specialist expertise efficiently.

Lot 23 of the framework enables organisations to procure a range of services relating to water safety and legionella management, including remote monitoring solutions, hardware systems for automated flushing and integrated software platforms for compliance reporting.
